How to create scenario to overwrite VDA_EMCB value

I'm trying to modify some emissions values for different methane leakage scenarios.
I would like to create a scenario file that overwrites the VDA_EMBC values but when I look at the commodity master in VEDA_FE, it shows two commodity values, commodity which in our case is natural gas used in Industry (INDNGAf) and commodity2, the actual emissions values INDCH4N_IN, INDCO2N_IN, INDCO2EQN_IN.  See pictures below.  Can you help in creating the appropriate scenario file?  I can't figure out where the INDNGAf and emissions names go.  Any help would be greatly appreciated!

Create a ~TFM_INS table in a scenario file.

Attribute = FLO_EMIS
Other_Indexes = INDNGAf
CSET_CN = <emission commodity>

of course, you can use any CSET* filters to identify the emission(s).
