NCAP_PASTY is still missing from the database

Dear all,
NCAP_PASTY, in which we specify the years in the past to start building linearly the investments, is still missing from the database.
Amit, provided a link to download a database version with this parameter enabled in VEDA-FE in the following post :

but in every new update this parameter is missing from the template database file and we have to replace it with the one from the link above.
My small request is if it would be possible to enable the NCAP_PASTY parameter permanently in all subsequent versions of the database template
