Modeling upper bound for cummulative emissions

Hi I am thinking about modeling an upper bound to cumulative emissions for a period of time.

I read the document and realized that I can use COM_CUMNET(r,y1,y2,bd), I want this to be the sum of all regions' emissions. How should I model that?


Say I want the CO2 emissions from all regions from year 2000 to 2020 to be lower than 20000, should I use ~TFM_INS and set y1 = 2000, y2 = 2020 and bd = 20000, how should I incorporate the idea that this cumulative limit is for the emissions from all regions?

As the doc says, COM_CUMNET(r,y1,y2,bd) defines a bound on the cumulative net amount of a commodity between the years y1 and y2, within a region.  So, within a region.  If you want to bound the cumulative amount of emissions over regions, please use a user constraint instead, with UC_CUMCOM(uc_n,r,type,c,y1,y2) and UC_RHS(uc_n,'UP').
