I don't fully understand what you are trying to accomplish, but I can tell you that you will be better off with attributes VDA_EMCB and FLO_EMIS, which will give you much better control over these declarations.

Think with these attributes and post your question again.

My intend is, to be able to change SHARE of inputting fuels into FUELMIX in next time horizont.

Example. Every technology has its unique FUEL MIX which could be changed.

Fuel MIX1 in 2018 for single boiler is
HFO- heavy fuel oil 30 %
NG - natural gas 40 %
BIO - Biomass 30 % 

Fuel MIX1 in 2023 is projected to change, lets say like this
HFO - 10 %
NG - 45 %
BIO - 45 %

And every fuel has its own emission factor HFO = 66 kt/CO2, NG= 55 kt/CO2, BIO= 0 kt/CO2
If a fuel share would change, emissions from combustion certain FUEL MIX will decrease or increase, depends on changing fuel share.

ENV Commodity like u seen in my excel file CO2_150 and CO2_109 need to be separately for one single reason, and it is Emission trading system or Emission permits.
