Problems with sets in VEDA_BE

I am having some problems with defining sets in a new VEDA_BE data base. It seems that the processes and commodities are not recognized by the Create New set feature. The list of processes and commodities in the create set is empty but not empty when creating tables.

How can I solve this issue? Is there anything I have misunderstood?

My VD-file is from a stochastic Answer run.

In addition, if you don't already have this file in the VEDA BE folder, copy it there.

This file is only meant to move the license management out of the system registry, which has been a little problematic with the latest windows versions.
