constraint over the entire time horizon

Hello,

I wonder if there is a specific attribute to constraint the new capacity from a power plant over the entire time horizon? For example, I have a wind power plant and only 108GW of this power plant can be installed over the entire time horizon. Below is the equation for the constraint I need:

 (New capacity of wind plant in 2015+New capacity of wind plant in 2020+....+New capacity of wind plant in 2050) < 108GW

I looked at attribute master, but most of the capacity related attributes need time period (such as UC_NCAP).
