UC does not work

Hello, 
    In my multi-region model, I want to limit the growth of biogas for CHN using user constraint or ACT_BND, but both of them doesn not work. The result is as follows. Meanwhile I limited the capacity for solar energy and wind energy, both of them does not work.  Could you please help me to point out the reoblem? It is really troubling.
