FX doesn't work in for UC_FLO

Hello everyone,
I tried to set UCs to describe the market penetration for HFC-23 remove technologies (HCFC_oxi*), for example, the penetration rate is 40% in 2010, and the increase to 100% in the year 2050, as shown in the attachment. IND_HCFC* represents for the processes that produce HFC23 as output, while HCFC_oxi* represent those processes with HFC23 as input. I use FX here, however, the results show that the penetration rate for each year equals to 100%, same as year 2050. 
Can anyone help me with figuring out what's wrong here? Thanks in advance.

Looks like you may have forgotten the ~UC_T tag?  Shouldn't that be above the LimType column?
Shouldn't the negative UC_FLO coefficients (-0.4, -0.55, -0.7, -0.85, -1) also have a Year index specified?
