I have a quick question. I am using the new EPA database and model. I am trying to impose a simple tax on ELCCO2 emissions from the electric sector. I added a tax scenario and ran the model but it did not have any impact on ELCCO2. I started from scratch to see if it was a problem with the scenario loading. I re-solved but the same issue. Any suggestions would be greatly appreciated! See attached screen shots.
Is the tax level you are defining as shown in the screenshot, i.e. 0.0001 USD/tonne?
If so, I think it is way too small to have much noticeable impact. Try setting the tax e.g. to 10 USD/tonne.
Note also that the tax values are by default inter/extrapolated, and so if the tax is constant, a single value for any (real) year is sufficient. I can see you define the value 0.0001 even for the year index "0", which makes no sense, as the year index "0" is only used for an optional interpolation option (see the documentation).
As it was recently demonstrated by another user, another possibility is that you don't have any positive VAR_COMNET values for ELCCO2. Because your screenshot shows only the VAR_FOut attribute for ELCCO2, it is not possible to see whether that is the case or not. If you set a tax on a zero value variable, it will have no impact, no matter how large the tax.
You are referring to "the new EPA database and model". Is this model and database perhaps publicly available for download somewhere? Seeing the model would certainly provide answers to any such questions.
