Insert a column "Year" and 2020-2045 in it, for the first UC.

Please post a screen shot of VEDA browse with these constraints.

Hmm... why?  UC_COMNET does not accept year ranges.  Maybe you mean to switch into using UC_CUMCOM?

Anyway, the second constraint has UC_RHSRT, and thus does not seem to have a cumulative RHS defined (UC_RHS or UC_RHSR).
