Flow Bounding on refinery outputs

HI, I want to recalibrate and update the values of refinery outputs in modeling years 2009 to 2016 with the actual data (BY= 2007). 

1- Should I use TFM_UPD table, in new scenario file, for each refinery in these subsequent years or should develop separate User Constraints for each refinery? 
2- Which attribute is more suited e.g. Flo_BND or ACT_BND or any other? 
3- Any example for this case.

If possible then please refer any document useful for refinery modeling.
