Could you first clarify the year range that the activity should be accumulated?
A single constraint over the full model horizon, or a constraint for each T accumulating over (years <=T)?
I assume that you want accumulation over all individual years within the range (and not just milestone years), is that correct?
[EDIT]: By using ACT_CUM you can easily constrain activities accumulated over any year ranges without using user constraints, see examples below:

Yes, it is a single constraint over the full horizon. That is, the last year on my constraint would be the final year of the model. Moreover, my model is annual, and each period has a length of one year. That is, every year is a "milestone year".
I have tried to do that, but it is not working. After synchronizing, the following warning appears: "Info: INS table row did not generate any records". I am attaching two files showing the characterization of the processes and the TFM_INS table
