In case of Electricity Sector, most of the power plants are operated in private ownership as IPPs etc. Often, INV, FIXOM, and VAROM are not well reported and, in turn, we have to take commonly an average value of these attributes. In developing countries, even we can't depend on the data provided by plants working in state-ownership. The following issues are common in developing economies.
- What is the better way to compete the different plants/technologies in the model?
- May we use only FLO_COST attribute (or please suggest any other appropriate way) for all these technologies generating electricity as an output commodity?
- Investment and FIXOM can be very different for similar type of plants due to land cost and tax subsidy etc. but not documented. Some power generators even use refurbished plants. In that case, how can modeler be confident to plan the energy system for a long term horizon?
