Dear all,
I have tested my model and DemoS_012, and I found a bound on CO2 emission would influence values in base year. For example, if CO2 emission in base year (2012) is 1000, and it will decrease to 800 with the UP CO2 BOUND in 2020 other than in 2012. In my opinion, outward constraints should not influence values in base year, and I found values in base seemed to be unchanged in many published papers. I really need your help. Thank you for any reply!

AFA~FX seems to be the reason, but I need AFA~FX to make electricity generation developing as I surposed. Is there any method to solve it?

About your first post you are right, generally this constraint should not influence base year results. I had a look at DemoS_012 and base year emissions are always the same in any scenario.
In your case other constraints and/or input are forcing the model to reduce emissions already in the base year. You are suggesting AFA~FX but I don't have enough information about your model to help.
How many technologies are using AFA~FX?
If you need/want fix electricity production from some technologies I suggest to use ACT_BND~FX and not AFA~FX. You could specify ACT_BND~FX some some periods and then relax the model removing this FX bound.
