VEDA FE Demand calculations

I've been trying to replicate VEDA FE energy service demand calculations and in a similar vein to this post:

I find that the output of equation:

Demand_t = Demand_(baseyear) x ( Driver_t/Driver_(baseyear) )^sensitivity

Works well when sensitivity is one, i.e. it agrees with what VEDA FE calculates, but when sensitivity is not one it doesn't agree with VEDA. What am I doing wrong?
