user constraint on subset of emissions

I hope you can help me with the following.

I have used a COMEMI table to set emissions (TRACO2N) for fuels used in the transport sector (TRADSL, TRAGSL etc..). The transport sector includes road, marine, aviation and rail transport processes. Now I want to set a limit to TRACO2N for road transport processes only. So far I did not succeed. Whatever I try the TRACO2 limit is imposed on the whole transport sector (so on the total TRACO2N) and not just on the road transport share. Does this have to do with the way I defined the emissions (with the COMEMI table)?
