It is possible in VEDA to indicate in a  TF_INS table that the INVCOST in 2020 for a certain group of technologies  is same INVCOST that in 2016 multiplied by a coefficient (e.g. 0,8).
 
à INVCOST~2020 = INVCOST~2016*0.8  ???????

The MIG tag works like UPD, but allows Year2, TimeSlice2, and LimType2 as additional columns that can be used to replace indexes, like you want. Make sure that a unique value is specified in the base dimension (Year, TimeSlice, LimType respectively), otherwise there will be duplication.
