This error arises due to an empty GAMS work folder for VEDA. The steps to resolve this error are quite simple.
1.      Navigate to your VEDA root directory.
2.      Search for the Downloads folder under this parent folder.
3.      Search for the .zip archive in this Downloads folder named as GAMS_SRCTIMESV
Example: The GAMS Source folder maybe named as GAMS_SRCTIMESV391.
4.      Extract the contents of this archive, with the same name, in VEDA-FE folder, usually found in the root directory of VEDA folder.
