You got it the wrong way. Like with efficiencies, you need to combine the AFCs via their reciprocals:
AFA-MIX = 1 / ( (2/3) / HEAT_AFC + (1/3) / COOL_AFC ) = 1 / ((2/3) / 0.28 + (1/3) / 0.14) = 0.21
Notice the sum of the two terms being the required capacity (CAP) for output=1, when it consists of 2/3 of heat and 1/3 of cool, and so the combined availability is 1 / CAP.
