Veda 3.1.3.0 settings_by_user_machine fatal error

Hi 
After a clean install of veda 3.1.3.0 on a windows 10 machine, we get the following error when opening demo_1 model

23503: insert or update on table "settings_by_user_machine" violates foreign key constraint.
"settings_by_user_machine_user_machine_id_fkey"
(see also attachment)

This is followed by many, many insert table errors. And then veda 2.0 hangs. I guess this is something from updating the postgres database on initialising a model folder.

Veda is installed in c:\veda by unpacking the localhost.7z file

This is only a problem on a single laptop. Other laptops with same hardware and win10 install work fine.

Downgrading to e.g. veda 3.0.2.0 solves the issue.
