Could you clarify if S_EFF and STG_EFF serve the same function?

Also, if the hydrogen technology operates within a day-night time slice (with 24 time intervals per day, across 4 seasons), does S_EFF represent the proportion of energy, after accounting for losses, relative to the original stored energy per 365/96 day (or per hour)?
