Modernisation fund infeasibility

We are trying to include the EU Modernisation Fund (MoFo) in our model, but it is causing infeasibilities, see the LST logs below. It seems that the UC_MaxInvSub_REN_MoFo < 0 requirement interferes with the AL_ELC_WIN > 2.5 requirement, but we are unsure why.

Well, it seems you have a lower bound for wind power in 2020, which is also subsidized, and at the same time you limit the investment subsidies to zero in 2020. I think that if you could consider allowing the investors to make also unsubsidized wind power investments (to be included in 'AL_ELC_WIN'), you would get rid of the conflict in your specification.

However, you could easily correct the problem also by recalling that 2020 is already a historical year. Therefore, you should better model the capacities installed by 2020 by using PRC_RESID or NCAP_PASTI, and not by decision variables related to investments into new capacity.

Just include some wind power technologies that are fully unsubsidized in your model at least in 2020.
