advanced functions attribute

When I want to introduce a new attribute datas through advanced functions It seems I cannot do it in a new workbook, only in an existing workbook. Do I do something wrong or is it like that. For me one should be able to create a new workbook

In the next version, double click will offer a variety of context sensitive choices in templates that are opened via VEDA (double click on templates from the Navigator). This will include picking all data qualifiers (attribute, year, process, commodity etc.) and creating structures of VEDA tables (~TFM_INS, ~UC_T etc.)
