conflict EQE_UCRTS vs VAR_UCRTS

I got infeaseable results:
Number of equations in conflict: 1
fixed: EQE_UCRTS('AL_BEV_BUS','CZ',2030,ANNUAL) = 0

Number of variables in conflict: 1
lower: VAR_UCRTS('AL_BEV_BUS','CZ',2030,ANNUAL) > 0.3

--- Model has been proven infeasible

 
I do not see my error in the AL_BEV_BUS UC specification (attached). Please, could you, help me with this?
The  AL_BEV_BUS  should set the minimal stock of EV buses.

you need to browse processes TBUSELE* to diagnose this. Some *other* parameter must be conflicting with this lower capacity requirement.
