UC_FLO ignored by TIMES for IRE processes needing UC_IRE

Problem solved - there was a loss on the ELC-HV cable that I was not aware of.. As I restrict export to be <= production, the model chose to rather import electricity to cover for this loss than to produce additional wind power. The UC is now working perfectly
