I have a relatively straight forward question. I am using a basic model with 2 total power plants: 1 coal and 1 gas.
I introduced a second coal and second gas plant for a total of 4 plants. The problem I am having is that no matter what I do the optimization will not choose either of the new power plants for electric production despite a large tax or large cap on emissions. I have checked and re-checked my spreadsheet but can't seem to find anything wrong. The fixed O&M costs show up in results in VEDA BE but nothing else. Any guidance would be greatly appreciated!

I am a bit confused. I can see the following four technologies in the model (the only template attached was the Base template VT_REG_PRI_V01.XLS):
ELCTECOA00 Power Plants Existing00 - Solid Fuels
ELCTECOA01 Power Plants Existing01 - Solid Fuels
ELCTEGAS00 Power Plants Existing00 - Natural Gas
ELCTEGAS01 Power Plants Existing01 - Natural Gas
These are all "existing plants", as they are described, and as can also be verified by looking at the template. They all have an existing "Stock". Could you thus clarify where the new power plants are specified? Do you have a Subres File for them?

Like Antti has pointed out, the question is not clear.
Further, it is crucial to check your model in VEDA Browse and Process/Commodity information as well. Checking the Excel files is not enough, especially as models become more complex.

Thank you very much for your help. I have learned I need to be more careful with my language. The generators in my model are all existing. I misused the term "new" - I was adding new existing generators to my model.
I have fixed the problem I think. The model works well, solves, and responds to a CO2 tax.
The issue I am having though, is that the model is not responding to a cap on ELCCO2. I have been trouble shooting this for a couple days but I am a bit stuck. Any suggestions on how I can further trouble shoot? I have attached the BY Template and the Cap file. I have also tried the SO2 cap, however, it has given me a large number of negative emissions. I haven't changed anything since last time except adding existing generators.
I am not using any other files besides SysSettings and BY Trans which I have not touched.

I would be happy to explain the reason for "the model not responding to a cap on ELCCO2", if you would just help a bit:
1) explain how you expect to see "the model responding to the cap on ELCCO2", which is not taking place;
2) provide the model input files (all the *.dd files and the *.run file, zipped).
Having the model input files would make it easy to reproduce the issue and provide an explanation to it.
[EDIT:] But here is my quick response:
The demand for ELC is 15,000 PJ. The highest emission factor is 217.5 kt/PJ (per ELC produced). Thus, the maximum emissions from ELC production is 15,000 PJ * 218 kt/PJ= 3,262,987 kt. But your cap on ELCCO2 is 4,400,000 kt. So, my quick conclusion is that the cap is not effective, even if assuming that all ELC would be produced by the highest emitting technology. So, how would you expect it to be effective?
