I tried to set up a new set from PRE process. I have defined more than 50 PRE processes, and I only try to define 3-5 PRE process in my new set. But it is not allowed by VEDA-BE, and shows that "too many unselected items" . So my question is how can i define new set flexibly?

Elements should be unselected manually only as a last resort. Personally, I have never used this facility. Prolific use of it would basically defeat the purpose of this "rule-based" approach to sets management.
There are 5 dimensions you can use to filter processes and 3 for commodities:
1. TIMES sets (PRE, ELE etc.)
2. Proc/Comm Name
3. Proc/Comm Description
and in addition, for processes:
4. Commodity input
5. Commodity output
You can use wild cards and comma-separated entries in each text field.
If you cannot isolate what you want with all this, then consider including some additional information in the proc/comm description for this purpose. For example, I append ".CC." and ".CT." at the end of process description to identify different types of gas turbines in process sets.
