In these models, the cheapest option will keep increasing its contribution till it is curtailed by its own upper limit (in some form) or a competitor's lower limit.

Have you introduced any such thing for hydro? and maybe the low investment cost is enough to offset the coal costs of the plant that is not working. so, the model might invest in hydro rather than use existing coal.

A small side note concerning the attribute descriptions shown in the templates. I don't know what is the origin of these descriptions, but many of them appear misleading:

• CHPR~FX is described as "Fix output to power ratio". However, in TIMES NCAP_CHPR represents the heat to power ratio, not the output to power ratio.
• CEH  is described as "Ratio of electricity lost to output". However, in TIMES VDA_CEH  represents the ratio of electricity lost to heat gained (when moving along the isofuel line, and assuming CEH < 1).
• LIFE is described as "Remaining lifetime".  However, in TIMES NCAP_TLIFE represents the total technical lifetime of a process, not a remaining time.
• PRC_CAPACT is described as "Capacity to Activity ratio"; However, in TIMES PRC_CAPACT represents the conversion factor from capacity unit to activity unit, i.e. the maximum nominal amount of activity that could be produced by one unit of capacity in a year. So, I would say it is more like an "Activity to Capacity ratio".

I hope that the misleading descriptions shown in the templates have not been causing any confusion.

Thank you for you reminding. Is there any detailed material about the parameters can be downloaded? The document for the TIMES model part two is too old, or it is not detailed?

The TIMES documentation is available on the ETSAP site:

For most parts, the documentation is not at all "too old", but it is somewhat dispersed.
So, in most cases (like for the parameters mentioned above), you can find the correct parameter descriptions there.
